Description

The Data Platform Engineer is responsible for designing, implementing, and maintaining the global IFRC data platform solutions. This role involves engineering scalable and reliable data solutions to enable data ingestion, storage, processing, and analysis, ultimately leading to reliable data-enabled decision making.The Data Platform Engineer will collaborate with multiple cross-functional teams at a global level, on a variety of projects that support the internal and external-facing activities of the Red Cross and Red Crescent movement.Job duties and responsibilities1. Data Platform Engineering:o Design, implement, and manage end-to-end data solutions using Microsoft Azure services (MicrosoftSQL Server, Azure SQL Database, Azure Data Lake, Azure Synapse Analytics, Microsoft Fabric).2. Data Ingestion and Integration:o Develop and optimize data pipelines, ETL processes, and database performance using tools like SSIS,Azure Data Factory, and Databricks.o Establish data quality checks and validation mechanisms during the ingestion process.3. Data Storage and Management:o Determine appropriate data storage technologies and structures (e.g., databases, data lakes, objectstorage) based on the organization's needs, and support teams in implementation of the propersolution.o Develop data management strategies, including data partitioning, indexing, and archiving, to optimizeperformance and storage efficiency.4. Data Processing and Analytics:o Design and implement data pipelines to transform and analyze data at scale, primarily utilizing theMicrosoft technology stack.o Select and configure appropriate processing technologies, such as distributed computing platforms,data processing frameworks, and streaming systems.o Collaborate with data analysts and data scientists to ensure the platform supports advanced analyticsand machine learning workloads, ensuring data accessibility and accuracy.5. Data Security and Governance:o Contribute to data governance policies on relevant topics, such as security and storage of data.o Monitor and optimize data platform performance and availability to ensure high availability andperformance.o Ensure data security, backup, and disaster recovery strategies are in place and effective.6. Collaboration and Stakeholder Management:o Collaborate with cross-functional teams, including data engineers, data scientists, and businessstakeholders, to understand their requirements and align the data platform accordingly.Confidential - Not Protectedo Explore and implement emerging features in Microsoft technologies (e.g. Fabrc) and integrate theminto our data architecture to support business goals.o Provide technical guidance and training to team members on data management best practices andMicrosoft data technologies7. Contribute to an effective, high quality IFRC team:o Support the unit manager with regular progress reports on results against objectives andresponsibilities.o Work in close consultation and develop partnerships with colleagues with data roles across thesecretariat in Geneva and in the regions.Duties applicable to all staff1. Work actively towards the achievement of the IFRC Secretariats goals.2. Abide by and work in accordance with the Red Cross and Red Crescent principles.3. Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Tasks

  • Design, implement, and manage end-to-end data solutions using Azure Data Factory, Synapse Analytics, Data Lake, and Azure SQL Database.
  • Develop and optimize data ingestion pipelines, ETL processes, and database performance to ensure data quality and validation.
  • Architect scalable data storage solutions aligned with organizational needs, including data partitioning, indexing, and archiving.
  • Enable advanced analytics and machine learning workloads by collaborating with data scientists and analysts.
  • Ensure data platform security, backup, disaster recovery, and compliance with data governance policies.
  • Lead continuous improvement by exploring and integrating emerging Microsoft cloud technologies.
  • Provide technical guidance, training, and support to cross-regional teams to foster best practices.

Expectations

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field.
  • 5+ years of experience in data platform engineering with strong expertise in Microsoft Azure data stack (Azure Data Factory, Synapse, Data Lake, Azure SQL).
  • Proficient in building CI/CD pipelines (Azure DevOps) and scripting (Python, PowerShell).
  • Solid understanding of cloud architecture, data integration, ETL tools (SSIS), and big data technologies (Spark, Hadoop).
  • Experience with data governance, security, and compliance standards (e.g., GDPR).
  • Excellent communication skills in English.
  • Strategic thinker with a proactive, collaborative approach and a commitment to humanitarian values.
